FNSTPB401 Complete Business Activity and Instalment Activity Statements

This unit describes the skills and knowledge required to identify and apply compliance requirements to effectively process and complete business activity statements (BAS), instalment activity statements (IAS), and other required reports. It applies to individuals who use a range of organisational and analytical techniques to work in organisations or to supply specific bookkeeping services as a small business owner or contractor. Work functions in the occupational areas where this unit may be used are subject to regulatory requirements. This unit is designed to meet the education requirements of the Tax Practitioner Board (TPB). Compliance Applicable to Business Activity
 
  • Research and document legislative, regulatory, industry and organisational requirements relating to activity statements and seek expert advice to clarify issues where applicable
  • Review, interpret and apply legislation relating to taxes reported on activity statements
  • Identify, document and apply policies in relation to compliance with code of professional conduct as stipulated in legislation relevant to activity
  • Identify scope of services that can be provided by a Registered BAS Agent under the Tax Agent Services Act, including limitations of services compared to those of a Tax Agent

FNSTPB402 Establish and Maintain Payroll Systems

This unit describes the skills and knowledge required to record and prepare payroll documentation, respond to enquiries, and process payroll data for manual and computerised systems. It applies to individuals, including BAS agents, who use a range of organisational and other specialist techniques. They may work directly for organisations or be small business owners, contractors or service providers. Work functions in the occupational areas where this unit may be used are subject to regulatory requirements. This unit is designed to meet the education requirements of the Tax Practitioner Board (TPB). Establish Payroll Requirements
 
  • Assess scope of payroll services that a business activity statement (BAS) agent can provide, and identify need for independent expert advice
  • Apply knowledge of legislation in relation to National Employment Standards, and legislative requirements in regard to payroll payments
  • Research and identify relevant state and modern awards, and employment agreements, regarding details to be set up in payroll system for individual employees
Record Payroll Data
 
  • Configure payroll system with complete data provided by employee and employer
  • Review payroll data and clarify discrepancies with designated persons
  • Enter employee pay period details in payroll system in line with source data
Prepare and Process Payroll
 
  • Conduct payroll preparation within designated timeframes and according to organisational policy and procedures
  • Use employee source data to calculate, record and reconcile payroll according to legislative requirements
  • Reconcile total payments for pay period, and review and correct irregularities or refer them to designated persons for resolution
  • Obtain authorisation of payroll and make arrangements for individuals’ payments in line with organisational requirements

This skill set is designed for persons who are seeking registration as a Business Activity Statement (BAS) agent with the Tax Practitioners Board (TPB).. The BAS Agent Skill Set course incorporates the practical elements that will equip students with the necessary units required for BAS Agent Registration.
 
This qualification is designed to reflect accounting jobs and other industries requiring accounting support functions and the roles of contract bookkeepers and employees performing bookkeeping tasks.
 
The role of a bookkeeper has many functions with duties including the establishment and maintenance of a manual or computerised bookkeeping system, completing financial statements, data entry for Accounts payable and Receivable and in some businesses, includes elements of payroll processing.
 
The bookkeeper’s role can also extend to identifying items required for Business Activity Statements (BAS). Persons providing a BAS service must be registered by the Tax Practitioner’s Board (conditions apply) and a Certificate IV Qualification in Bookkeeping/Accounting that includes the required 2 units that we provide in our qualification, is currently cited as meeting the educational requirements for registration as a BAS agent.

    BAS Agent
    A BAS Agent (or Business Activity Statement Agent) is authorised to prepare and lodge BAS returns on your behalf and provide advice on BAS-related items, such as your day-to-day business taxes like GST and PAYG. The official role of a BAS Agent is relatively new and was introduced in 2009 to regulate the BAS related services offered by contract bookkeepers.
    • Prepares financial reports for the preparation and lodgement of Business Activity Statements (BAS)
    • Provides advice to clients assisting them to comply with the Goods and Services Tax (GST) regime and related legislation (Fringe Benefits Tax – collection only; calculation of employee superannuation guarantee payments
    • Fuel tax rebates
    • PAYG, PAYI instalments
    • Liaises with the client’s tax agent/accountant in regard to income tax compliance issues
    • Participates in the formulation and monitoring of budgets and cash flow projections
    • Assists in the collection of accounts receivable by the business
     
  • Course Duration

    Students have 12 months to complete this qualification.

    Students can finish the course at a faster rate however this will be dependent on the factors which include external commitments, relevant skills, knowledge and experience within the area of study and motivation and dedication to course studies and their outcome.

    Due to this flexibility there is a lower drop out rate thus saving students time and money vested in their desired outcomes. In addition, flexible adult learning encourages students to continue the course at their own pace without restrictions as to when and how you complete the course. Therefore, students are able to continue their life roles and incorporate their study into time slots that suit their lifestyles. This also allows those that are working either as an employee or subcontractor to continue to earn money or charge for billable hours, which further serve to reduce the ʻrealʼ course costs. Students have 12 months in which to complete all of their assessments.
